FINGERPRINT IMPRESSION in NBI CLEARANCE APPLICATIONS (NBI FORM NO.5/FINGERPRINT CARD) AT THE PHILIPPINE CONSULATE GENERAL IN ISTANBUL

The National Bureau of Investigation (NBI) of the Department of Justice is the primary agency of the Philippine Government that:

Performs investigative services and laboratory research in relation to crimes and other offenses against the laws of the Republic of the Philippines.
Acts as the national clearinghouse of criminal records and issues a clearance certificate for all persons without criminal convictions in the Philippines.

Upon the request of the DFA, the NBI provides their NBI Form 5 (Fingerprint card), which is free and not for sale. The DFA, in turn, distributes the NBI Form No. 5 to all its Embassies and Consulates General.

Should the Embassy or Consulate run out of this form, applicants can secure the NBI Form No.5 from the Mailed Clearance Section, 3rd Floor, NBHI Clearance Building, UN Avenue, Manila.

Service provided by the Philippine Consulate General in Istanbul vis a vis the NBI’s Form No. 5 (Fingerprint Card)

The Philippine Consulate General in Istanbul, in turn and for a service fee, assists Filipino and foreign nationals who have resided in the Philippines, in capturing their finger-print impression on the said NBI Form 5 (Fingerprint Card). The Consulate also attests to the authenticity of the fingerprints of the applicant in the said form.

Once the NBI Form No. 5 (Fingerprint Cards) are accomplished and attested by the Consulate General, applicants are to send these forms to the National Bureau of Investigation in Manila to secure their ACTUAL NBI CLEARANCE, after paying the separate NBI Clearance fees.

IMPORTANT

The Philippine Consulate General reminds clients that the attested NBI Clearance application form is not to be regarded as the criminal record or the NBI Clearance Certificate itself.

THE 25USD FEE IS NOT THE NBI CLEARANCE CERTIFICATE PROCESSING FEE.

The fee corresponds to the service of taking the fingerprint impressions of the applicant on the NBI Form No. 5 and the Consulate General’s attestation on the authenticity of the fingerprints on the card as belonging to the applicant.

IMPORTANT

The actual NBI Clearance Certificate processing fee is collected by the NBI in the Philippines as soon as the applicant sends the attested NBI Form No. 5 there.

Procedures and Requirements in Accomplishing the NBI Form no.5 or Fingerprint Card in PCG Istanbul

NBI Clearance applicants who will have their fingerprint impressions taken at the Philippine Consulate must bring or accomplish:

Valid passport and a copy thereof;
Two pieces of 2 x 2 photos with white background taken within the past three months;
The NBI Form No. 5 to be provided by the Consulate General;
A consular staff will guide you in rolling your fingerprint impressions in the NBI Form No. 5;
Pay the notarization fee of 25USD.
The Consulate General will attest to the fingerprints’ authenticity.

The applicants shall then follow the procedures below to submit the NBI Clearance application form to the NBI and pay the appropriate NBI fees or have a friend/relative based in the Philippines do the steps instead.

Authorized representatives of the applicants in the Philippines are advised to proceed to this address to submit documents. Please ensure that the representatives bring their Authorization Letter or Special Power of Attorney and a valid ID. The NBI website further provides that the processing of applications will take a maximum of five (5) days upon receipt of documents. Steps for New Applicants / Foreign Nationals who have previously resided in the Philippines

According to https://clearance.nbi.gov.ph/, new applications for NBI clearance may also be processed online. An applicant is required to sign-up to apply for clearance where a Reference Number will appear on the computer screen. A copy this Reference Number which will serve as the NBI’s code in the retrieval of applicant’s data and status of application.

Renewal of NBI Clearances

According to the NBI website, applicants who possess NBI clearances issued from 2014 onwards may renew their NBI clearance without accomplishing the new NBI fingerprint card form No. 5, provided that no changes have been made to their personal data.
