Application for Marriage License
(For Marriages between two Filipinos)
A Marriage License is issued to couples who are both Filipino nationals wishing to get married at the Philippine Consulate General in Istanbul in accordance with the Family Code of the Philippines.
Both parties must submit the requirements relevant for their particular circumstances and pay applicable fees. Original documents are required to be presented at the Consulate for marriage license application. The same will be returned after examination and evaluation by the consular staff in-charge.
Pursuant to Article 17 of Executive Order No. 209, a notice on the impending marriage of the contracting parties shall be publicly posted for ten consecutive days. The marriage license shall thereafter be issued after the completion of the requisite period of publication.
MARRIAGE LICENSE REQUIREMENTS FOR A FILIPINO WHO HAS NEVER CONTRACTED MARRIAGE
- Duly accomplished application form for marriage license, preferably typewritten (Application Form for Marriage License)
- Valid proof of identification or PHL passport of contracting parties and one (1) photocopy
- PSA-issued Birth Certificate with DFA Apostille Certificate– Original and one (1) photocopy
- PSA-issued Certificate of No Marriage (CENOMAR) with DFA Apostille Certificate – Original and one (1) photocopy. CENOMAR must bear the complete and correct full name (first name, middle name, last name) of the contracting parties and their parents. CENOMAR should be valid for 6 months from the date of issuance and it must be "For Marriage Purposes ")
- Two (2) Passport-sized photos
- One (1) Accomplished Joint Affidavit of Witnesses form (originally signed by 2 witnesses) (preferably typewritten)
Additional requirements for Single Filipinos between 18-25 years old:
- Affidavit of Parental Consent/Advice
For 18-20 years old – Affidavit of Parental Consent with DFA Apostille Certificate
For 21-25 years old – Affidavit of Parental Advice with DFA Apostille Certificate. If the parents are based in Turkiye, they must personally appear at the Consulate to execute the Affidavit of Parental Consent/Advice. They must bring their original and photocopy of their passports and visa page.
MARRIAGE LICENSE REQUIREMENTS FOR A FILIPINO WHOSE MARRIAGE WAS ANNULLED IN THE PHILIPPINES
In case applicant/s were previously married or had their previous marriage annulled in the Philippines:
- Duly accomplished application form, preferably typewritten (Application Form for Marriage License)
- Valid proof of identification or PHL passport and one (1) photocopy
- PSA-issued Advisory on Marriages in DFA Apostille Certificate – Original and one (1) photocopy
- PSA-issued Marriage Contract or Report of Marriage with annotation in DFA Apostille Certificate – Original and one (1) photocopy
- DFA-apostilled Judicial Decree of Annulment issued by a Philippine Court and Certificate of Finality;
- PSA Annotated Marriage Contract/Certificate with DFA Apostille Certificate; and
- DFA-apostilled Advisory on Marriage (with “For Marriage Purposes ”) - Original and one (1) photocopy
- Two (2) Passport-sized photos
- Passport of applicant should preferably bear single or maiden name prior to submission of application.
MARRIAGE LICENSE REQUIREMENTS FOR A DIVORCED FILIPINO
IMPORTANT: Only Filipinos whose divorce has been recognized by a Philippine Court may apply for a Marriage License.
- Duly accomplished application form, preferably typewritten (Application Form for Marriage License)
- Valid proof of identification or PHL passport and one (1) photocopy
- PSA-issued Birth Certificate with DFA Apostille Certificate– Original and one (1) photocopy
- PSA-issued Advisory on Marriages with DFA Apostille Certificate – Original and one (1) photocopy
- PSA-issued Marriage Contract or Report of Marriage to previous spouse with annotation on divorce with DFA Apostille Certificate – Original and one (1) photocopy
- DFA-apostilled Judicial Recognition of Foreign Divorce issued by a Philippine Court with Certificate of Finality – Original and one (1) photocopy
- Two (2) Passport-sized photos
MARRIAGE LICENSE REQUIREMENTS FOR A WIDOW/WIDOWER
- Duly accomplished application form, preferably typewritten (Application Form for Marriage License)
- Valid proof of identification or PHL passport and one (1) photocopy
- PSA-issued Advisory on Marriages with DFA Apostille Certificate – Original and one (1) photocopy
- PSA-issued Marriage Contract or Report of Marriage to deceased spouse with DFA Apostille Certificate
- Two (2) Passport-sized photos
- PSA Death Certificate of Deceased Spouse with DFA Apostille Certificate;
- PSA-issued Death Certificate with DFA Apostille Certificate, if former spouse is Filipino;
- Death Certificate of foreign spouse verified/certified by Ministry of Foreign Affairs/Consulate of foreign spouse
- Passport of applicant should preferably bear single or maiden name prior to submission of application.
Important Note: The Philippine Consulate General reserves the right to require the submission of other documents relevant to the application, as it deems necessary.
